Self-sponsored Learners Applying for WSQ Courses

This section lists the resources and useful information for IAL learners to stay connected and updated throughout their learning journey

Advisory and Updates 

e-Attendance

From 1 October 2023, Singaporean Citizens/Permanent Residents learners who are attending SkillsFuture Singapore (SSG)'s funded courses must take their attendance digitally via the Singpass App for attendance-taking for both physical classroom and synchronous e-learning courses.

GST

In Budget 2022, the Minister for Finance announced that the GST rate will be increased from:

(i) 7% to 8% with effect from 1 Jan 2023; and

(ii) 8% to 9% with effect from 1 Jan 2024.

IRAS has given the guidance that 8% GST will be chargeable if payment is received by IAL from 1 January 2023. Payments received by IAL before 1 January 2023 will continue to pay GST at 7%. Please refer to https://www.iras.gov.sg for more information.

MyIAL e-Services

Learners can manage their programmes and assessments through MyIAL e-services, with access to a personalised inbox, training attendance, assessment results and transaction history.

Programme Administrative Information

The Terms & Conditions listed below are applicable for all IAL programmes.

IAL reserves the right to make changes or modifications to these Terms and Conditions at any time without prior notice, as it deems appropriate.

Pre-Course Administration

  • All interested applicants must comply with the Institute for Adult Learning (IAL)’s entry requirements and application procedures, which may include the submission of supporting documents, attending a pre-enrolment screening, or both. 
  • Applicants will be required to create an account in MyIAL. Please click here to download the Learner User Guide for step-by-step guidance and read the course details carefully before proceeding with registration.
  • For courses with a screening component, unsuccessful applicants will bear the applicable screening fee in cash (i.e. SFC cannot be used). All applications are subjected to review by IAL, and the decision is final.
  • Suitable devices such as laptops are required for both classrooms and online sessions. 
  • The Workplace Learning Facilitator (WLF) course is only available for company-sponsored applicants because learners would need resources and support from their employer to use the worksite for conducting workplace learning and assessment activities. 

  • With effect from 1 August 2022, a one-time non-refundable Application Fee of S$65.40 (after GST) will apply to all applications for WSQ courses.
  • Singapore Citizens and Permanent Residents can enjoy SSG grants/subsidies only once for each of the WSQ courses.

  • Learners enrolled in WSQ courses are obliged to meet the attendance requirements and achieve the competencies. Otherwise, IAL reserves the right to recover the course grants/subsidies disbursed.
  • The indicated fee payable (after GST) will cover the training sessions and the course assessment, and it will also take into account all eligible grants/subsidies.

GST Increase

  • The GST rate will be increased from 7% to 8% with effect from 1 January 2023; and 8% to 9% with effect from 1 January 2024.
  • Payments received by IAL before 1 January 2024 will continue to pay GST at 8%. 
  • IRAS has given the guidance that 9% GST will be chargeable if payment is received by IAL from 1 January 2024.

 

Self-Sponsored Individuals

  • Create a MyIAL account by clicking ‘Register here'. 
  • Enrol for the preferred courses and schedules via MyIAL account.
  • Complete the course fee payment via eNets/credit card (VISA or MasterCard) and/or SkillsFuture Credit (SFC) at the end of the registration process.
  • The enrollment will be cancelled automatically if full payment (including SFC, if applicable) is not received by 11:59 pm (Singapore Time) on the same day of registration. Re-registration is required for the course, subject to availability at the time of re-registration.

Company-Sponsored Individuals via reimbursement

  • The registration process will be the same as Self-sponsored individuals.
  • Course fee must be completed by 11:59 pm (Singapore Time) on the same day of registration. Individuals may seek reimbursement from their company.
  • There will be no refund of course fees for the unconsumed modules if the individuals are no longer with the company.

Withdrawal

 
  • The course application fee is non-refundable.

  • Upon receiving the completed Withdrawal Request Form here, learners will be:

    • Contacted within 3 working days for further instructions

    • Unsubscribed from future courseware notifications and communication from the course 


Refund

  • To initiate the refund process, learners must submit the Withdrawal Request here in order for refund to be considered and approved. 

  • Refund is not applicable to learners who:

    • Did not attend class without any prior notification about their absence

    • Request for withdrawal upon or after course commencement

    • Submitted any Re-scheduling or Deferment Request for the course

    • Withdraw midway from the course

  • Learners will be eligible for refund if the Withdrawal Request is submitted:

    • At least 10 working days before course commencement - 100% refund of paid course fees

    • Less than 10 working days before course commencement - 50% refund of paid course fees

  • The course application fee is non-refundable. 

  • Fees paid by SkillsFuture Credit (SFC) or PSEA will be reinstated to the learner's SFC or PSEA account first, followed by GIRO. 

  • To benefit from the learning at IAL, full attendance is encouraged for all courses.

  • IAL requires a minimum attendance of 75% per module for learners to meet assessment eligibility. Otherwise, learners may request a re-scheduling of training and/or assessment session(s).

  • The re-scheduling policy is applicable for changes to assessment session(s).  


e-Attendance

  • All Singaporean Citizens/Permanent Residents attending SkillsFuture Singapore (SSG)'s funded courses are required to register, set up their Singpass account and download the latest version of Singpass App prior to course commencement.  

  • Learners without Singpass should register for a Singpass account immediately. For more information on setting up and accessing your Singpass account, please visit the Singpass website here.

  • Learners should be present in class (classroom and online) 15 minutes before the scheduled lesson time on the actual day and have the following ready:

    1. A smart device (e.g., smartphone or iPad) with a functioning camera.

    2. The Singpass mobile app installed on the smart device. Note: Please log out from the other devices if your Singpass app is installed on multiple devices. Users can only utilize the Singpass mobile app from one device at a time. 

    3. Login credentials for the Singpass App (i.e., username and password, facial recognition or fingerprint scanning).

  • Learners who do not have their Singpass App ready for classes will have to re-schedule to a later time with an admin fee of $119.90 (after GST).

  • IAL reserves the right to cancel, postpone or make changes to any courses should unforeseen circumstances occur. Learners will be duly notified and the full fees will be refunded, where applicable.  

  • Please refer to the Privacy Policy to understand the purposes for which IAL collects, uses and discloses your Personal Data. 
  • No training and assessment video recording(s) would be made available for public viewing as they include the learners' personal data.
  • Only SkillsFuture Singapore (SSG) and IAL could review the video recordings for audit, quality assurance and grant administration purposes.




In-Course Administration

Device Usage:

  • Learners should access the online session(s) and content(s) using suitable devices, such as a computer or laptop running on Windows Operating System 7 and above (or MAC OS system), a webcam and headset with a stable internet connection.

  • Mobile phone usage is disallowed as the primary device for attending online classes. It can be used for supplementary purposes. 

 

Learning Environment:

  • The learning environment should be free from distractions, noise, and interruptions. Learners should refrain from engaging in any non-course-related activities during online sessions.

  • Learners are required to participate in all activities, discussions, and assessments assigned during the course duration.

 

Video Presence:

  • Every training and assessment session(s) will be recorded, and the webcam must be turned on at all times. 

  • Learners’ faces must be fully visible (i.e., the entire face and not just the forehead and eyebrows).

  • Full name as per NRIC must be reflected throughout the session(s).  

 

Video Recordings:

  • No training and assessment video recording(s) would be released for public viewing due to learners’ data and privacy.

  • Only SkillsFuture Singapore (SSG) and IAL could review the video recordings for audit, quality assurance and grant administration purposes.

  • IAL courses include a substantial component of self-directed learning. Learners are expected to complete their assignments independently.  

  • Observe all assignment deadlines, which may include the draft and final written assignment(s), video recording, self/peer assessment record, etc. A chargeable re-scheduling fee may apply and/or a 'Not Yet Competent' outcome may be accorded for the module.

  • Final assignment must be submitted by the prescribed deadline before the scheduled assessment date; failing which the assessment attempt would be deemed as forfeited and a 'Not Yet Competent' outcome may be accorded. A one-time re-assessment request must be submitted within 5 working days of the initial assessment date at a charge of S$174.40 (after GST).

  • For re-assessment, the final assignment must be submitted according to the deadline provided; failing which, the re-assessment attempt will be forfeited.

  • Exceptional circumstances should be submitted to IAL with supporting documents for consideration, and upon review, IAL's decision will be final.

  • Learners accorded with the 'Not-Yet-Competent' (NYC) outcome can submit a one-time re-assessment request within 5 working days from the date of the last assessment.

  • Final assignment must be submitted by the prescribed deadline before the scheduled re-assessment date; failing which the re-assessment attempt would be deemed as forfeited. 

  • Learners cannot attend the training for the subsequent module(s) with two (2) outstanding assessments.

  • If no request is made, learners will be considered as withdrawn from the course. Full fees without funding will apply for enrolment into the same course again.

Re-module

  • Learners who repeat the module (Re-module) must attend the training sessions again before attempting the assessment.

  • A non-refundable Appeal Fee of S$65.40 (after GST) will apply to each appeal against the ‘Not-Yet-Competent (NYC)’ status awarded.

Appeal Process against First Assessment Result

Appeal Process against Re-Assessment Result

  • Course deferment applies to a one-time postponement of study for at least six (6) months or more.
  • A learner may submit a course deferment application if they cannot complete the full qualification due to reasons beyond their control, with a non-refundable admin fee of S$119.90 (after GST). 
  • The onus of supporting documents is on the applicant. Deferment applications with invalid, insufficient or no supporting documents will be rejected. Upon review, IAL's decision will be final.

  • Once the application is approved, the remaining modules must be completed within ONE YEAR from the Deferment Approval Date or by the original candidature end date, whichever is later.

  • Full fees without funding will apply if the learner wishes to re-enrol the same course past the one-year deferment period.

The maximum candidature period refers to the total duration that learners can be given to complete a course. Failing which, their candidature will be terminated, and full fees without funding will apply if they wish to re-enrol the same course:

  • You may send in your feedback via the Module Evaluation, which occurs at the end of each module.

  • Serious misconduct allegations against a Trainer/Assessor or staff warrant an investigation that may lead to the appropriate counselling and/or disciplinary action against the accused.

  • Upon the outcome, IAL's decision will be final.

IAL reserves the right to take disciplinary action against academic dishonesty (including but not limited to the act of plagiarism and/or collusion) and/or disruptive learner's behaviour, leading to expulsion from the programme without refund of course fees when required.

We expect all learners to treat our staff members with respect, courtesy, and professionalism. We understand that you may have questions or concerns or require assistance, and we encourage open and constructive communication. However, abusive behaviour will not be tolerated under any circumstances.

 

Definition of Staff Abuse:

  • Staff abuse encompasses any behaviour, action, or communication that prevents our staff from carrying out their responsibilities, is disrespectful, or harassing. This includes but is not limited to, physical aggression, verbal abuse, personal attacks, threats, excessive and repetitive phone calls, and incessant demands for immediate responses.

  • We recognise the importance of fostering positive interactions between staff and learners. However, in cases where the line is crossed, and staff members are subjected to repeated abusive or harassing behaviour, we will take appropriate action to ensure their safety and well-being.

 

Disengagement and Service Termination:

  • If a learner engages in behaviours that constitute staff abuse, IAL reserves the right to disengage from further communication with and terminate the provision of all services without further notice to that individual. This decision will be made after careful assessment and consideration of the situation to protect the staff member(s) involved and, in fairness, the other individual involved.

Post-Course Administration

Learners who have attended Singapore Workforce Skills Qualification (WSQ) training module(s) and attained ‘Competency’ for the module(s) will receive electronic certificate(s), e-Certs, issued by SkillsFuture Singapore (SSG).

From 01 July 2024, all WSQ e-Certs (Statement of Attainment (SOA), Full Qualification and Transcript) issued by SSG will only be available in OpenCerts e-Certs format.
 

Learners will need to access and retrieve their WSQ e-Certs via SSG’s MySkillsFuture (MySF) portal as IAL is unable to download learners’ WSQ OpenCerts e-Certs. 
 

Singaporeans and permanent residents can access their WSQ e-Certs following the steps below:

  • Go to the MySkillsFuture (MySF) portal

  • Click the SingPass icon and log in via SingPass

  • Go to Skills Passport

  • Click on the OpenCert icon


Whereas learners without SingPass account can take the following steps:

  • Go to the MySkillsFuture portal

  • Click on  'Login', and 'No Portal ID'

  • Enter the relevant information to access your certificates.

You may view and download your receipt(s) or invoice(s) under the Payment Tab in MyIAL.

  • Learners who do not meet the requirements for English Language proficiencies as required by the respective courses need to take the Workplace Literacy (WPL) – Computer Adaptive Test (CAT) and secure the ES WSQ WPL qualification for listening and speaking reading and writing modalities. Please click here for more information.
     
  • You may also provide other documented evidence of your proficiency in English or be required to attend an interview with IAL to ascertain your suitability for the programme.

Training, coaching and assessment sessions can be held online and/or in IAL training rooms, subject to the Advisory and Updates on COVID-19.

Once you have successfully enrolled, you will be able to view the details of your schedule, such as date and time, on MyIAL
