Course Overview
In response to changing market needs, the Institute for Adult Learning has reviewed our trainer qualification, the Singapore Workforce Skills Qualifications (WSQ) Advanced Certificate in Learning and Performance (ACLP), and introduced a revised version, titled WSQ Advanced Certificate in Learning and Performance 2.0 (ACLP 2.0).
The WSQ ACLP programme has been revised to equip today's professionals with the ability to adopt an open-minded, innovative mindset, and the skills to adapt, adopt and facilitate effective learning beyond the classroom.
This is a Train-The-Trainer (TTT) programme designed to equip you with SkillsFuture Singapore (SSG) recognised Training and Adult Education (TAE) competencies to perform the role of a learning facilitator and assessor of SSG-funded certifiable courses, and also enable you to support the performance needs of enterprises and learners experiencing industry transformation.
Despite its shorter duration, the revised ACLP known as ACLP 2.0, is recognised as equivalent to the previous version in relation to the Skillsfuture (SSG) Adult Educator (AE) qualification requirements policy. There is no compromise on the programme rigour as ACLP 2.0 still comes with 6 Statements of Attainment (SOAs). In fact, learners can look forward to more opportunities for social learning, increased engagement with facilitators, and immediate provision of feedback from facilitators.
ACLP 2.0 has been revised with the intention of making learning a process, and not a destination. Upon completion of the programme, learners are encouraged to continuously upskill themselves with available Continuous Professional Development (CPD) courses to embark on their lifelong, life-wide, and life-deep learning journey.
The programme highlights for ACLP 2.0 are as follow:
- No compromise on programme rigour as ACLP 2.0 contains 6 SOAs, similar to the previous ACLP programme

- Immediate provision of feedback from facilitators
- More opportunities for social learning with peers
Upon completion of the WSQ ACLP 2.0 programme, you will be issued with a WSQ Advanced Certificate in Learning and Performance from SkillsFuture Singapore which you can download through MySkillsFuture Portal.
This programme is offered by the Institute for Adult Learning (IAL), an autonomous institute of the Singapore University of Social Sciences (UEN: 200504979Z) (SUSS).
Note:
If you have attained the WSQ Advanced Certificate in Training and Assessment (ACTA), you will continue to be recognised as meeting SkillsFuture Singapore's Adult Education qualifications requirements for Adult Educators to function as Trainers and Assessors for SSG-Funded WSQ and non-WSQ Certifiable courses.

Modules
The WSQ Advanced Certificate in Learning and Performance 2.0 programme consists of 3 modules.
Module 1P : Facilitate Learning Experiences for Adult Learners and Assess Competence based on Skills Framework
Develop your knowledge, abilities and dispositions to effectively acquire facilitation and assessment skills in the context of Singapore's Skills Framework model.
The module is delivered and assessed in an integrated approach, building on the Technical Skills and Competencies of Skills Framework Adoption (SFA), Learning Experience Delivery (LED) and Assessment Design and Implementation (ADI).
Module 2P: Facilitate Technology-Enabled Learning Delivery
Develop your knowledge, abilities, and dispositions to facilitate a technology-enabled learning experience for adult learners.
The module is designed with a what, who, where, when, why and how (5W1H) approach, and delivered and assessed in an integrated approach, building on the Technical Skills and Competencies of Learner Profile Analysis and Technology-Enabled Learning Delivery.
Module 3P: Facilitate Workplace Learning Delivery
Equip yourself with the necessary experience to develop, plan and execute a simple workplace learning experience.
This module aims to equip a workplace trainer with a sequential framework for planning and conducting workplace learning activities.
Entry Requirements
Have good English proficiency (English language at GCE 'O' Level of C6 and above, or WSQ Workplace Literacy skills of Level 6 and above). Please refer to the table below table for acceptable alternatives.
Possess appropriate level subject matter specialisation and industry experience, relevant for the design, facilitation and assessment of learning.
Minimum 2 years of domain expertise.
Possess basic information and communication technology (ICT) skills.
Be able to source and analyse relevant materials from the workplace, library, internet or online databases for design and development of learning resources.
It was good consideration of IAL to build in coursework and assignment time into the ACLP 2.0 schedule. This shorten duration helped learners greatly with time management!
Fees and Funding
*With effect from 1 January 2024, applicants will be subjected to the 9% GST rate.
^SkillsFuture Funding and SkillsFuture Mid-Career Enhanced Subsidy (MCES)
- For each module, you must achieve at least 75% attendance, and successfully attain a ‘Competent’ (C) grading for the final assessment result.

SkillsFuture Credit
- Only self-sponsored applicants can use SkillsFuture Credit.
- You can use SkillsFuture Credit, SkillsFuture Credit Top-Up to offset the fees. Please note that SkillsFuture Credit (Mid-Career Support) is not applicable.

Mandatory e-Attendance via Singpass App from 1 October 2023
- Singaporean Citizens/Permanent Residents are required to set up your Singpass account and download the Singpass App prior to course commencement.
- Learners will have to submit a reschedule request, with an applicable fee, if they are unable to do so.
- Please be present in class (physical and online) 15 minutes before the scheduled lesson time on the actual day and have the following ready:
- Smart device (e.g., smartphone or iPad) with a functioning camera,
- Singpass mobile app installed on the smart device,
- Login credentials for the Singpass App.
Payment Advisory for Self-sponsored and Company-sponsored Applicants
- You will be required to make the course fee payment via eNets/credit card (VISA or MasterCard) and/or SkillsFuture Credit (SFC) - (applicable for self-sponsored applicant) at the end of the registration process. Please note that the system will automatically cancel the registration if full payment (including SFC, where applicable) has not been successfully processed by 11.59pm (Singapore Time) on the same day of the registration. You will have to reapply for the course, subject to seat availability at the point of re-registration.

I am happy with the ACLP 2.0 as it gives learners better work-life balance in comparison to the previous version of ACLP which had assignments that felt repetitive and similar. On top of that, the ACLP 2.0 also upholds the same level of Technical Skills and Competency Knowledge which is great!

In response to the changing landscape of adult learning and as part of continuous improvement after three years of running, the current ACLP is refined and transited into ACLP 2.0 and will come with 6 SOAs.

ACLP 2.0 will cover all the elements, Knowledge, and Abilities (Ks and As) within the Technical Skills and Competencies (TSCs) and enable learners to gain and deepen their skillsets in the area of classroom faciliation, tech-enabled learning and workplace learning. ACTA aimed to equip learners with the competencies to perform the role of trainers and assessors of WSQ-accredited programmes.
ACLP included new components such as learning solutions, technology-enabled, and workplace learning facilitation besides classroom training and assessment.
ACLP 2.0 provides learners with the option to acquire the essentials of classroom facilitation, tech-enabled learning and workplace learning delivery, and assessment in a shorter time (i.e. 3 months excluding PHs) instead of 6-9 months. Learners will learn what they need and tap on their motivation for skills-deepening to hone their proficiency through Continuous Professional Development (CPD) courses instead.
There is no expiration on WSQ certificates; hence, your ACTA and ACLP will still be recognised and valid. However, we strongly recommend that you pursue additional competencies through Continuing Professional Development courses (CPDs) to remain relevant and be future-ready.
There is no positive correlation between the programme duration and learning efficacy. The shorter duration to complete ACLP 2.0 is made possible due to the enhanced course structure and integration of TSCs. The Knowledge and Abilities (Ks and As) are mostly the same between ACLP and ACLP 2.0, but the learning content of ACLP 2.0 will focus on only the essentials. Learners can further and deepen their skills in classroom facilitation, tech-enabled learning, and workplace learning through Continuing Professional Development courses (CPDs) offered by IAL.
Home assignments will be replaced with in-class activities, peer learning, group discussions, and practices, where facilitators can provide instantaneous feedback to learners.
Out-of-class assignments will be minimised to help adult learners manage their work-life-study balance. There will be protected time for learners to start or complete their assignments and, more importantly, the provision of instant feedback by facilitators.
Repetitive assessment criteria are streamlined with the modules’ integration, resulting in fewer assessments and time. However, the rigour of the assessments will be maintained.
There are no benefits in attending the ACLP 2.0 if you have already attained the ACLP. You will be required to pay the full fees of the ACLP 2.0 as you only enjoy SSG funding once for the same course/TSCs.

There are no credit exemptions for ACLP 2.0. If you are keen to attain the ACLP qualification, you can seek credit exemption for the module(s) in ACLP. ACLP modular classes will be offered until September 2023. For more information, you may refer here.
The ACLP 2.0 will only be offered cohort-based. In this scenario, you should enrol in the remaining modules via the ACLP modularised learning pathway. ACLP modular classes will be offered until September 2023.

If your class has already started, no change will be allowed. Learners who started any module(s) in the ACLP should continue with it to complete the full ACLP qualification.
If your ACLP has not started, you may request to change to ACLP 2.0. However, this would involve

a withdrawal from the ACLP (Refer to withdrawal policy), and

a re-enrolment in the ACLP 2.0 (Application fee applies).
If your class has already started, no change will be allowed. Learners who started or partially completed some modules in the ACLP should continue with it to complete the qualification.
If you have started or partially completed some modules in the ACLP, you should continue with it to complete the qualification. Please contact us via the feedback portal by 1 March 2023 for your ACLP resumption.
If you have attended some module(s) in ACLP, you should continue with it to complete the qualification. ACLP and ACLP 2.0 will be offered concurrently in 2023, but there will be no new ACLP cohort runs starting January 2023. ACLP will cease on 31 December 2023.
We strongly recommend that learners with outstanding modules complete them before the expiration date to attain the full ACLP qualification. Please contact us via the feedback portal by 1 March 2023 for your ACLP resumption.
If you have started or attained any Statement of Attainment (SOA) in ACLP, you should continue with it to complete the qualification. The Technical Skills and Competencies (TSCs) are mostly the same for ACLP and ACLP 2.0 and learners enjoy SSG funding ONLY ONCE for each TSC/module.
The ACLP 2.0 will only be offered in cohorts, and is not offered via the modularised learning pathway due to the short duration.
Learners who have attended Singapore Workforce Skills Qualification (WSQ) training module(s) and attained ‘Competency’ for the module(s) will receive electronic certificate(s), e-Certs, issued by SkillsFuture Singapore (SSG).
From 01 July 2024, all WSQ e-Certs (Statement of Attainment (SOA), Full Qualification and Transcript) issued by SSG will only be available in OpenCerts e-Certs format.
Learners will need to access and retrieve their WSQ e-Certs via SSG’s MySkillsFuture (MySF) portal as IAL is unable to download learners’ WSQ OpenCerts e-Certs.

All of IAL's courses include a substantial component of self-directed learning. As such, we expect learners to complete their preparation work and/or assignments independently before the scheduled classroom time.
- Take note of, and observe all submission deadlines of assignments, which may include but not limited to written assignments (draft and final), video recording, self/peer assessment record, etc. Failure to do so may result in chargeable re-scheduling/re-assessment and/or a 'Not Yet Competent' assessment result for the module.
- Final assignment must be submitted by the prescribed deadline before the scheduled assessment date; failing which you will be deemed to have forfeited your assessment attempt. You will be required to schedule a one-time re-assessment within 5 working days of the initial assessment date at a charge of S$174.40 (after GST).
- Exceptional circumstances should be submitted to IAL with supporting documents for consideration, and upon review, IAL's decision will be final.
